League of Legends Patch 25.S1.3 Preview: Champion and System Overhauls

League of Legends patch 25.S1.3 brings champion buffs, nerfs, and system changes, reshaping the meta with attack speed, bounty, and Dragon Soul adjustments.
Riot Games has rolled out the preview of League of Legends patch 25.S1.3 with buffs, nerfs, and system changes aimed at leveling the game. The most overpowered champions in the game, such as Skarner, Rell, and Jayce, are about to face nerfs while quite a few others, such as Evelynn and Jax, get buffs. System-wide changes will be made to attack speed, bounties, and Dragon Souls.
Champion and System Changes in Summoner’s Rift
Several champions are being adjusted to fine-tune their impact in matches. Buffs focus on increasing damage output and sustainability, while nerfs target overperforming picks.

Buffed Champions: Evelynn’s E gains increased base damage, Jax receives higher R damage and mana regeneration, and Thresh’s Q gets improved ability power scaling. Kayn’s Shadow Assassin form sees a Q damage boost, while Quinn, Samira, and Swain also benefit from increased stats.

Nerfed Champions: Skarner’s E stun duration is reduced, while Jayce and Miss Fortune see lower damage and armor. Cassiopeia’s Q and W abilities now scale weaker, and Rell suffers from lower health and armor growth. Wukong’s W cooldown is increased, limiting his escape potential.
System Adjustments in Summoner’s Rift
Gameplay mechanics are undergoing significant tweaks, especially in terms of attack speed and bounty systems.

Attack Speed Cap is raised from 2.5/s to 3.0/s, allowing faster engagements.

Chemtech Soul provides increased damage reduction at low health.

Electrocute and Dark Harvest deal more damage, strengthening aggressive playstyles.

Cloud Soul movement speed bonus is reduced, and Bloodsong’s melee damage effect is weakened.

Bounties now devalue 60% faster, reducing comeback potential from a single carry.
Swiftplay and URF Adjustments
Swiftplay is also seeing champion and system changes to align with its fast-paced matches.

Buffed Champions: Fiddlesticks, Nidalee, Ivern, and Zoe receive enhancements to healing, shield scaling, and ability damage.

Nerfed Champions: Yorick’s summons deal significantly less turret damage.

Game pacing: Minion upgrades happen every 60 seconds, dragons take longer to respawn, and a Sudden Death mechanic accelerates matches past 25 minutes.
Meanwhile, Ultra Rapid Fire (URF) mode increases the attack speed cap to 10.0/s, making auto-attack-heavy champions even more lethal.
Patch 25.S1.3 is meant to fine-tune champion balance, as well as change fundamental systems. Dragon Souls and bounties are constantly being adjusted by Riot Games. The update will be released on February 5, 2025, which means that meta shifts and refinements in gameplay are expected.
