There’s a long list of tools in the game, but none quite like the Jetpack. But the funny thing? A lotta players go through half the game never even knowing it exists. It is understandable, after all, it’s not lying around, waiting to be picked up, you’ve gotta unlock it.

How to Unlock Jetpack in GTA: San Andreas?
Alright, first things first: unlocking the Jetpack in GTA: San Andreas is something that you cannot simply do from the get-go. The Jetpack earns its status within the story, and barring any cheats, which of course will mean you have cancelled any achievements pertaining to it during that time, some progression is needed before it is unleashed.
The jetpack becomes available after completing a mission called “Black Project”, where you infiltrate Area 69, a top-secret military base in the desert. This mission is where things get real. It’s a stealth-heavy setup with searchlights and armed guards. Your objective here is to simply steal a classified prototype that is being produced over there, which luckily just happens to be the jetpack.
During the mission, you’ll navigate through the military base, disable power systems, and make your way underground to the jetpack chamber. It’s tucked away deep inside Area 69.
Once you reach it, you’ll automatically equip the jetpack, and your job is to fly out of the base and deliver it to The Truth. Once this mission is completed, you will have already unlocked the Jetpack. Now, you can access it anytime from Verdant Meadows Airstrip. This is the old abandoned airfield you bought during the Las Venturas arc.
How to Use the Jetpack?
To equip Jetpack, CJ just has to step on the jetpack, he’ll automatically start hovering a few feet above the ground. From there, you control movement using the same directional inputs you’d use for walking or driving. To move forward, just push up or tilt the left stick ahead. Basically, your WASD keys will work the same to control Jetpack.
If you want to ascend higher into the air, press and hold the jump button. To descend, use the crouch key. Initially, it gonna be a bit tricky, but you will master it very quickly. Not to mention, you can also use single-handed weapons during Jetpack hovering over enemies.
