Valve (The company behind CS) has always allowed fan-initiated remakes, as long as certain guidelines were followed, such as non-monetization of Valve’s IP, distribution of games for free, and building the games using the 2013 Source SDK.
The guidelines made sense, and CS: Legacy followed those rules to the dot, and the game’s approval seemed like only a matter of time… till the team behind CS: Legacy received a message from a Valve employee suggesting otherwise. Their use of the Counter-Strike IP might no longer be allowed without a separate, dedicated license.
This meant their ability to release CS: Legacy as a CS 1.6 remake would be difficult. Yet, why did Valve even put this new condition forward? After all, the project fell under Valve’s guidelines (which haven’t been updated to suggest otherwise) and similar games have been approved as well, raising a sinister question — Is CS: Legacy being targeted? Or
Is Valve Shifting Their Existing Interpretation of Their License?
Most likely, yes. Unless there's some misunderstanding about the project itself. This situation suggests Valve may be re-interpreting or tightening its stance on how its IP can be used.
After all, the reason CS: Legacy even spoke out is because they were ghosted. Not only from the Valve employee but the legal team as well. So then…
What Does This Mean for CS: Legacy?
Unfortunately, if Valve doesn't get back to the team or holds its stance, the team will be forced to step away from the Source SDK and the Counter-Strike IP entirely. This means shifting to a different game engine like GoDot or Unreal engine. CS: Legacy will be altered into an original game with its assets, maps, and lore. While CS: Legacy is prepared for the worst-case scenario, let’s talk about what the community thinks
Fans Are NOT Happy
This shows what is going on with CS. CS2 is TERRIBLE and Valve knows this. If they are that terrified of a FREE revival mod of the Classic CS being made then they know it will pull TONS OF PLAYER away from CS2. This is basically an admission that CS2 is just a NFT/LootBox Casino

Most players in the community are straight-up disappointed, yet they’re making one thing clear. While similar situations might have been let go by the community, this raised scrutiny on Valve’s handling of fan projects is here to stay.
