Resident Evil 9 is looking to bring big alterations to the franchise, and it feels like a shift away from what we seen in Resident Evil 7 and Village. Recent leaks say Capcom is planning to go back to a third-person view, instead of the first-person style that was used in the last two main games.
Resident Evil's Return to Third-Person Perspective
Apparently insider AestheticGamer, also known as Dusk Golem, says that Resident Evil 9 will be mainly third-person. There might be option for first-person, but the focus will be on third-person gameplay. This aligns better with the recent remakes of Resident Evil 2, 3, and 4, which many fans enjoyed more for their over-the-shoulder camera.
Original Concept and Development Shift
Work on Resident Evil 9 is said to have started way back in early 2017, after Resident Evil 7 dropped. The first idea was for a large open-world multiplayer game, starring Leon and Jill on an island that was kinda inspired by Singapore. But then in 2021, Capcom rebooted the project. They cut down the multiplayer parts and moved to a more classic Resident Evil feel. Leon is still tipped to have a big part in this reworked version.

It seems Resident Evil 9 will be a serious reinvention, maybe as game-changing as Resident Evil 4 or 7 back in their day. Insiders mention new mechanics and a fresh twist to the usual formula. This big leap is probably why development has taken longer than usual.
